Programme Coordinator – Refugee & Host Community Programming
DanChurchAid (DCA) is seeking to hire a qualified, experienced, and motivated Kenyan National for the role of Programme Coordinator – Refugee & Host Community Programming. This position, based in Kakuma with travel within Turkana West County and Lodwar as needed, reports to the Area Programme Manager – Turkana, situated in Kakuma.
Role Purpose:
The selected candidate will be responsible for implementing DCA’s programme strategies and ensuring programme quality for refugee and host communities in Turkana West Sub County. The Programme Coordinator will work closely with the Area Programme Manager to oversee existing projects’ total quality and provide technical support in designing new programmes. The role contributes to the realization of DCA’s strategic goals related to Saving Lives, Building Resilience, and Fighting Extreme Inequality. The Programme Coordinator will manage Project Officers and collaborate with MEAL, ProLog, and Finance Officers.
Key Responsibilities:
Project Identification and Design:
- Support the team in identifying suitable intervention areas through research and recommendations.
- Liaise and collaborate with other INGOs and potential partners.
- Facilitate project design in close collaboration with the team.
Project Management:
- Oversee the implementation of designated projects in line with proposals, ensuring objectives are met within the required timeframe and budget.
- Manage a comprehensive activity plan for projects, supporting Project Officers and Project Assistants in decision-making.
- Coordinate with MEAL staff to ensure regular monitoring and evaluation assessments.
- Maintain an overview of the program area context for strategic development of new projects and partnerships.
Representation:
- Develop and maintain relationships with relevant stakeholders and represent DCA at meetings.
- Actively participate in local networks or task groups on humanitarian and development aid issues.
- Lead in the preparation of donor and HQ staff field trips.
Financial Management:
- Plan and construct budgets for designated projects in collaboration with relevant staff.
- Ensure budgets align with donor proposals and regulations, monitoring spending accordingly.
- Sign off on expenditures, ensuring adherence to guidelines.
Staff Management:
- Conduct personnel processes for project staff in accordance with DCA guidelines.
- Provide mentoring, coaching, and capacity building to ensure staff receive appropriate training.
- Hold regular team meetings and develop an effective team through transparent and supportive communication.
Quality Management:
- Promote the use of DCA’s results framework and operating procedures.
- Ensure projects align with donor proposals and requirements and adhere to standards.
- Provide feedback and recommendations on program quality during field visits.
Person Specification:
Essential:
- Degree-level education and understanding of the humanitarian and development nexus.
- Minimum of 5 years’ experience in NGOs, with at least three years in Programme Development and Management.
- Familiarity with writing proposals and reports for major international donors.
- Experience managing substantial donor grants, including budgeting and financial accountability.
- Ability to document and disseminate good practices.
- Ability to work in a multi-sector team.
Knowledge and Skills:
- Excellent verbal and written communication skills in English.
- Ability to write high-standard narrative reports within deadlines.
- Strong interpersonal skills and ability to work as part of a team.
- Willingness to live in the programme area (Kakuma).
The position is for 24 months (renewable subject to performance and fund availability), with a three-month probation period. DCA offers a competitive salary package according to experience and DCA Kenya Employee Handbook.
